Purpose
The purpose of these grants is to finance investment projects aimed at modernizing, digitalizing, and improving management based on innovation of retail establishments and proximity service providers in Castilla y León, including both existing establishments and new ones, in accordance with the requirements established in the corresponding regulations and this call for proposals.
For the purposes of this call, proximity services are understood as those offered to the market for profit, provided they are directly delivered to the end user in a facility open to the public, excluding the following:
a) Financial, insurance, and transportation services, regardless of the means used.
b) The practice of liberal professions.
c) Supplies of water, gas, electricity, and telephony services.
d) Accommodation services, bars, restaurants, and hospitality in general.
e) Services provided by leisure and entertainment companies, such as cinemas, theaters, circuses, playgrounds, and similar.
Beneficiaries
Individuals and legal entities, property communities, and other entities lacking legal personality, legally constituted and profit-oriented, that carry out the subsidized investments within the grant-eligible period established in this call and meet the following requirements:
a) Be a SME according to the requirements set by the European Commission.
b) The main activity in terms of business volume conducted in the establishment for which the grant is requested must correspond to one of the activities included in the following divisions, groups, or classes of the National Classification of Economic Activities (CNAE 2009):
I. Division 47, excluding the following groups or classes because they involve activities carried out in non-permanent commercial establishments or outside a commercial establishment or activities regulated by specific sectorial regulations:
a. Class 47.26.- Retail sale of tobacco products in specialized establishments.
b. Class 47.30.- Retail sale of automotive fuel in specialized establishments.
c. Class 47.73.- Retail sale of pharmaceutical goods in specialized establishments.
d. Group 47.8.- Retail sale at stalls and markets.
e. Group 47.9.- Retail sale not in stores, stalls, or markets.
II. Class 74.20.- Photography activities.
III. Class 82.19.- Document preparation and other specialized office support activities.
IV. Class 95.11.- Repair of computers and peripheral equipment.
V. Class 95.12.- Repair of communication equipment.
VI. Class 95.22.- Repair of household appliances and home and garden equipment.
VII. Class 95.23.- Repair of footwear and leather goods.
VIII. Class 95.24.- Repair of furniture and household goods.
IX. Class 95.25.- Repair of watches and jewelry.
X. Class 95.29.- Repair of other personal and household goods.
XI. Class 96.01.- Washing and dry-cleaning of textile and fur products.
XII. Class 96.02.- Hairdressing and other beauty treatment services.
Eligible Projects and Expenses
1.- Investment projects meeting the following criteria may be eligible for funding:
a) A single application per establishment will be submitted, which may include one or several categories of expenses included in point 3 of this section.
b) If the project is executed and/or affects several establishments owned by the applicant company, as many applications as establishments will be submitted, such that if the project includes expenses that cannot be individualized for each of the establishments, these expenses will be linked only to one of the applications presented.
c) Its purpose must be:
I. Modernization and/or improvement of the image of the establishment and/or its adaptation for the exercise of the grant-eligible activity.
II. Or its digitalization through the implementation or introduction of improvements in its management and/or marketing system, based on the incorporation of information and communication technologies.
III. Or both simultaneously.
d) The project must be executed in establishments located in Castilla y León, directly involved in the grant-eligible activity.
2.- Expenses that meet the following requirements will be eligible:
a) Be undeniably related to the project subject to the aid application and necessary for its execution.
b) Be executed between April 1, 2023, and March 31, 2024, inclusive.
c) Be effectively paid by the date of submission of the aid application and have been paid within the payment periods provided for in the applicable sectorial regulations, or in their absence, those established in Law 3/2004, of December 29, on measures to combat late payment in commercial transactions.
3.- The following categories of expenses may be subsidized:
a) Conducting, where applicable, an energy audit and/or an environmental audit, when carried out with external resources.
b) Drafting of technical projects and technical supervision of the works.
c) Interior and/or exterior fitting-out works of the establishment, affecting the conditioning, distribution, protection and safety, or improvement of its image, as well as:
a. Those aimed at eliminating barriers that improve accessibility for people with disabilities.
b. Those aimed at implementing good environmental practices that involve reducing energy and/or water consumption, and/or minimizing waste generation or managing it more appropriately according to the waste hierarchy, and/or minimizing other environmental impacts.
d) Acquisition and/or installation of signs outside the establishment, identifying the commercial name, brand, logo, or similar, and the acquisition and installation of awnings.
e) Acquisition and/or installation and assembly of furniture and machinery linked to the grant-eligible activity or complementary to it.
f) Hardware, software, technological furniture, and support services necessary for the implementation of tools or technological solutions linked to the management of the activity (clients, suppliers, automation of operations, cybersecurity, inventory control...), marketing (websites, online stores...) and improving the shopping experience in the physical or digital environment (management of queues, payment processes, intelligent delivery points...), or the introduction of improvements in the existing tools or solutions. The tools and technological solutions must be fully operational at the date of submission of the grant application.
Applications
Applications will be submitted, for each establishment for which a grant is requested, using the form available on the electronic headquarters of the Administration of the Community of Castilla y León (https://www.tramitacastillayleon.jcyl.es).
Deadline
Applications will be submitted within a period of ten business days from the effective date of this call, and will be addressed to the Territorial Service of Industry, Commerce and Economy of the province where the establishment for which the grant is requested is located.
Amount
The amount of the grant, for each establishment for which it is requested, will be 60% of the approved budget with the following limits:
- Projects with a grant-eligible budget of less than 2,000 euros will not be eligible.
- The maximum accepted budget will be 40,000 euros.
