Call for SME Cybersafe 2024 (Demarcation of the chamber of commerce of Pontevedra, Vigo and Vilagarcía de Arousa)

Object

The purpose of this call is to promote the participation of SMEs in the Chamber of Commerce, Industry, Services and Navigation of Pontevedra, Vigo and Vilagarcía de Arousa in the Pyme Cibersegura Programme, by providing them with the support services detailed in section 6 ‘Budget and amount of aid’ of this call.

These services are free of charge for companies and are carried out within the framework of the public administrative functions entrusted to the Chambers of Commerce in the Basic Law 4/2014, in order to strengthen the business fabric. Specifically, the services provided by the Chamber Technology Advisors are:

  • Assisted Diagnosis in Cybersecure SMEs
  • Implementation Monitoring

They will be co-financed by the European Regional Development Fund (ERDF) and by the Chamber of Commerce of Pontevedra, Vigo and Vilagarcía de Arousa. The cost of these services will be fully pre-financed by the Chamber of Commerce and will not involve any disbursement by the beneficiary SME.  

Requirements for beneficiaries   

The requirements to be a beneficiary of the Programme are:

  1. Be a small and medium-sized enterprise, as defined in Annex 1 of Commission Regulation (EU) No 651/2014 of 17 June 2014. http://www.boe.es/doue/2014/187/L00001- 00078.pdf . Companies are considered to be natural and legal persons who are validly constituted at the time of submission of the application and who carry out an economic activity. Communities of property and civil societies, as well as temporary joint ventures (UTE), associations, foundations and, in general, non-profit organisations, are excluded from this call for applications. Likewise, self-employed persons who are considered to be corporate self-employed or collaborating self-employed are also excluded. 
  2. Be registered in the Census of Economic Activities Tax (Censo del Impuesto de Actividades Económicas del Impuesto de Actividades Económicas) in the activity that is the object of the subsidy before 1 January 2022. Regardless of the IAE headings under which they are registered, companies operating in the primary production of agricultural products listed in Annex I of the Treaty on the Functioning of the European Union, as well as in the primary production of fishery and aquaculture products, in accordance with the definitions set out in Article 2.1 of Regulation (EU) 2023/2831 of 13 December 2023, are exempt.
  3. Have a minimum annual turnover of €100,000 in the last closed financial year. 
  4. To have its registered office and/or production centre in one of the municipalities of the demarcation of the Chamber of Commerce, Industry, Service and Navigation of Pontevedra, Vigo and Vilagarcía de Arousa, in accordance with the data collected in the census. In the event that a company has several headquarters or production centres, the target centre and direct beneficiary must be located in one of the aforementioned municipalities.
  5. Be up to date with tax and Social Security obligations.
  6. Not be subject to any of the prohibitions referred to in Article 13 of Law 38/2003, of 17 November, General Law on Subsidies, or applicable regulations of the corresponding Autonomous Community.
  7. Not be considered as a firm in difficulty within the meaning of Article 2(18) of Regulation (EU) No 651/2014 declaring certain categories of aid compatible with the internal market in application of Articles 107 and 108 of the Treaty, and as defined in the Community guidelines on State aid for rescuing and restructuring non-financial undertakings in difficulty (2014/C149/01). 
  8. Comply with the de minimis rule, as laid down in Commission Regulation (EU) No 2023/2831 of 13.12.2023 on the application of Articles 107 and 108 of the Treaty on the Functioning of the European Union to de minimis aid (OJ L, 15.12.2023), according to which the total amount of de minimis aid granted to a ‘single enterprise’ shall not exceed EUR 300,000 in the three years preceding the grant of the aid. Account should be taken of the definition of ‘single enterprise’ in Article 2(2) of Regulation (EU) 2023/2831 of 13 December 2023, according to which linked enterprises are considered to be one and the same enterprise for the purposes of the application of the de minimis rule.
  9. Technological solutions that have been financed under the Digital Kit programme in any of its calls for proposals may not be financed in the Implementation Phase.
  10. Companies that have carried out this diagnosis in the Cybersecurity 2023 programme are not eligible to participate in Phase I of the Diagnosis. 
  11. Companies that have been beneficiaries in the aforementioned call for applications 2023 may not be beneficiaries of Phase II Grants.  
  12. Those SMEs that: a) Have provided documentary proof of their previous participation in Phase I of the 2023 Cybersecurity programme call for applications. b) Can prove that they have participated in the previous year in a similar Cybersecure SME advice programme for SMEs, from promotional bodies of the Autonomous Communities, national, regional or local public bodies or Chambers of Commerce, provided that they meet the requirements indicated in this call for applications.  
  13. Meet all the requirements set out in this call for applications.  

Budget and amount of aid

SUPPORT SERVICES FOR THE IMPLEMENTATION OF THE CYBER-SECURE SME IN SMES 

The budget associated with this call for support services for the implementation of the Cybersecure SME in SMEs is 56,416.68 Euros. These services are free of charge for companies and are carried out within the framework of the functions of a public administrative nature entrusted to the Chambers of Commerce in Basic Law 4/2014, to strengthen the business fabric. Specifically, the services provided by the Chamber Technology Advisors are:

  • Assisted Diagnosis in Cybersecure SMEs
  • Implementation Monitoring

They will be co-financed by the European Regional Development Fund (ERDF) and by the Chamber of Commerce of Pontevedra, Vigo and Vilagarcía de Arousa. The cost of these services will be fully pre-financed by the Chamber of Commerce and will not involve any disbursement by the beneficiary SME.

 FINANCIAL SUPPORT FOR THE IMPLEMENTATION OF THE CYBER-SAFE SME IN SMES

The budget available in this call for proposals for the implementation phase of the Cybersecure SME is 115,560 Euros, which means that the total amount of ECONOMIC AID for SMEs is 69,336 Euros, with an estimated participation of 27 companies.

The maximum eligible budget per company for this phase of aid is 4,000 euros of direct costs (VAT not included), although it is not excluded that larger implementations can be addressed. In addition, the indirect costs of the companies will be financed, at a fixed rate, applying the percentage of 7% of the eligible direct costs, according to art. 54 letter a) of Regulation (EU) 2021/1060. Therefore, the eligible cost associated with the implementation of the action plans will be variable in each case, with a maximum of 4,280 euros per company (4,000 euros direct cost + 7% of associated indirect costs), which will be pre-financed in its entirety by the recipient company. The maximum percentage of aid to be received by each company will be 60% of the eligible cost indicated, so that the maximum amount of aid per company will be 2,568 euros, provided that the investment is justified within the terms and deadlines established.
