Call for participation in the advisory and support service for rural SMEs in the province of Huelva in an individualised process of digital transformation. Rural digital SME projects and rural SME accelerator office network.

Object

The Provincial Council of Huelva in its commitment to the economic revitalization of the territory comes on this occasion to offer SMEs in the province of Huelva, participation in the Advisory Service and Support to rural SMEs, within the framework of the projects 0104_RuralPyme Digital AAA_5_E and C029/21-ED Creation of the Network of Offices Acelera Pyme for Rural Environments.

Digitalisation has become a key element for economic recovery, reducing emissions and improving energy efficiency. In fact, there is a generalised growing trend towards digitalisation. And it is essential that SMEs, which are the main pillar of our economy, especially in rural areas, also move towards digitalisation. But it is precisely in rural SMEs where digitalisation is advancing more slowly, as they face more challenges than other companies.

Diputación Provincial de Huelva, together with other beneficiary entities, is implementing the project ‘Cross-border cooperation for the effective digital transformation of rural SMEs in the Andalusia-Algarve-Alentejo Euroregion’ (0104_RURALPYME_DIGITAL_AAA_5_E), co-financed by the European Union through the Interreg VI-A Spain-Portugal Programme (POCTEP) 2021- 2027. This project aims to promote the digitalisation of rural SMEs in the Alentejo-Algarve-Andalusia Euroregion, through a service with specialised consultants who will advise, accompany and support these companies in a strategic digital transformation process to improve their sustainability and competitiveness in the market. The implementation period ends in December 2025.

Beneficiaries

1. The following call for applications is open to individuals and/or legal entities in the province of Huelva that are registered with the AEAT, have their registered office in a municipality in the province of Huelva with less than 30,000 inhabitants and are considered to be SMEs in accordance with Commission Regulation (EU) No 651/2014.

2. Pursuant to Commission Regulation (EU) No 651/2014, which refers to Commission Recommendation 2003/361/EC of 6 May 2003 concerning the definition of micro, small and medium-sized enterprises:

  • The category of micro, small and medium-sized enterprises (SMEs) consists of enterprises which employ fewer than 250 persons and whose annual turnover does not exceed EUR 50 million or whose annual balance sheet total does not exceed EUR 43 million. 
  • In the SME category, a small enterprise is defined as an enterprise which employs fewer than 50 persons and whose annual turnover or annual balance sheet total does not exceed EUR 10 million.
  • In the SME category, a micro enterprise is defined as an enterprise which employs less than 10 persons and whose annual turnover or annual balance sheet total does not exceed EUR 2 million.  

3. This call for proposals comprises two distinct lines of subsidy:

LINE 1: 40 grants for SMEs within the RuralPyme Digital AA project.

LINE 2: 120 grants for SMEs within the project Creation of the Acelera Pyme Rural Office Network.

4. The same natural/legal person/applicant may receive support for only one project.

5. The same project may be subsidised by only one line of this call.

Total budget and budget implementation

The maximum budget available for the award of the subsidies referred to in this call for proposals amounts to the sum of SEVENTY THOUSAND EUROS (70,000 euros) to be charged to application 33313 43900 2279923 of the RuralPyme Digital project budget and ONE HUNDRED THIRTY THIRTY THREE THOUSAND FIVE HUNDRED AND FORTY SEVEN AND SIXTY EIGHT EUROS (133,547.68 euros) to be charged to application 33311 49100 2279922 of the Acelera Pyme Rural project.

Submission of applications and deadlines

The deadline for submitting applications for this call for applications will be 30 calendar days, starting on the day following the publication of the resolution of the Presidency approving the same in the Official Gazette of the Province of Huelva.

No application will be accepted before or after the deadline indicated in this call for applications.

Applications must be submitted in accordance with the model of this call for applications (Annex I), accompanied by the specific documentation, as a general rule, through the catalogue of services of the electronic headquarters of the Provincial Council, at the address (https://sede.diphuelva.es). The presentation of the application will require access by means of a digital identification system (Cl@ve or digital certificate).
